Neighbour never takes her dog out of the house, should I call the RSPCA?11/13/2021
DEAR DEIDRE: BECAUSE my neighbour never walks her dog, the poor thing spends all day and night barking out of boredom.
It is a huge Husky and the only time it ever gets let out is to go to the toilet in her tiny garden.

And then it just paces back and forth like a caged animal.
I am a 53-year-old man and my neighbour is in her early forties.
I don’t know what happened because she used to walk the dog most days.
But now, she no longer takes it out.
The constant sound of barking is maddening but I also feel really sorry for the dog. The neighbour is not very approachable.
Should I get in contact with the RSPCA?

DEIDRE SAYS: Before calling the RSPCA, why not talk to your neighbour or write her a note?
Often, people give the appearance of being unapproachable when in fact they would welcome conversation.
Perhaps you could offer to walk the dog every now and then.
It’s always good to get out for a walk and so this would benefit you also.
If your neighbour’s pattern has changed, she may be suffering with health issues and would be grateful for your offer.
But if you still have no success, then it would be best to contact your local council regarding the constant barking and they will contact the RSPCA if there are any welfare concerns.
