A sleazy ex-builder who became a serial sex offender after he got an ‘adrenalin rush’ from wolf whistling at young women whilst working on construction sites was put behind bars today.
Richard Graham, 30, from Greater Manchester, exposed himself to a string of schoolgirls aged between 11 and 17 over a two year period during which he would whistle at them in the street before dropping his trousers.
He was jailed for 14 months at Minshull Street Crown Court, Manchester, on Tuesday, after he admitted indecent exposure and breaching the terms of a Sexual Harm Prevention Order.
Graham who used to work for a major construction company was arrested again last August for flashing at 11 year old girl just a month after being freed early from jail for similar offences.

The young girl who had been visiting her grandmother was said to be too ‘afraid to go anywhere’ following the incident.
Graham of Ramsbottom, Bury, had a history of indecent exposure dating back to 2019 with experts reports saying he was an ‘exhibitionist’ whose offending was ‘adrenalin fuelled.’
His Facebook page is littered with pictures of him larking about on a building site.
Graham was orginally arrested in March 2019 after he targeted two 13-year-old girls walking from McDonald’s towards the bus station in Rawtenstall, Lancashire.

Graham, who was driving a van, began wolf-whistling at them then after they had got on their bus, they saw Graham again around 90 minutes later exposing his genitals to them.
Later that same year Graham accosted a 12 year old who was leaving a park in nearby Haslingden to go home for tea. As she walked past him Graham was smirking at her before wolf whistling and exposing himself.
In December 2019 he was jailed for eight months but after his early release he targeted three girls in the space of just four hours in three different towns.

One 12-year old girl in Tottington near Bury was pushed own an alley as Graham exposed himself to her. She managed to escape but just two hours later Graham was seen in Salford by a girl who saw him ‘rubbing himself’ from his car. Later in Padiham, Burnley, he pulled over next to two 14-year-old girls and was seen committing a sex act.
In September 2020, Graham was given a further 15 months in jail and then jailed again for 12 week sentence in March 2021 for another exposure. He was released in July 2021 and and just a month later targeted his youngest victim.
Prosecutor Lisa Boocock said: ‘She was 11 at the time of this offence and at about 5pm on August 9, she came out of her grandmothers house. She was alone and the defendant was in a black car. He parked up but followed her as she went into a back street.
‘He then got out of the car and was standing on the pavement looking at her. The defendant then proceeded to pull his pants or trousers down. She says she was shocked and didn’t know how to react. He was wolf whistling whilst holding his penis and she ran back to her grandmothers and asked her to take her back to her parents.
‘Her uncle took the defendant’s registration plate and sped off following the defendant to the motorway where he was then lost.’
Series of ‘indecent exposure’ offences

September 2020: Indecent exposure in Tottington, Salford, and Padiham – 15 months jail
March 2021: Indecent exposure in Salford – 12 weeks jail
October 2021: Indecent exposure in Bury – 14 months jail
In a statement the girl said: ‘I am afraid to go anywhere. I am frightened it might happen again and I have flashbacks. I am scared of older men and of parked cars. I am scared that what happened to me might happen to someone else who then have to go through what I’ve been through.’
The court heard another girl aged 12 was walking along on a street on the same day when she Graham blow a kiss to her.
For Graham, who has been in custody since his arrest, defence lawyer Rachel Cooper said: This defendant needs offence focused work, which he has not been able to get in prison. Custody is not going to allow him to do the work he needs to do and the concern is that will offend shortly after his release again. He has said he would like help to stop him from doing this again in the future.’
Sentencing Graham Judge Angela Nield told him: ‘It would appear since March 2019 that you have a habitual offending pattern of targeting young girls. Young girls on the street and are vulnerable because of their age and naivety. You did particular harm to this 11 year old girl who had been visiting her grandmother when she was entitled to feel safe.
‘She now reports her fear of older men and fear of men in cars. It has disturbed her young life. These offences are of great concern to members of the public at large. They strike to the youth of the community and the protection of these children is paramount.’
Graham was also made subject of a ten year Sexual Harm Prevention Order and must sign the Sex Offender Register.
